Game director Paul Sage has revealed the details of this in his interview with OXM. Actions you perform in PVP will gain you alliance points, actions such as killing other players, healing friends and conquering keeps will all help add your alliance points up. These acts will grant you standard EXP and loot, alliance point will come in handy to anyone who is attempting to rule Cyrodil
While you take more keeps, this leads you to gain more influence and territory. Once all your alliances conquers all the keeps in Cyrodil the player with the most points will become the emperor and gain unique bonuses. While the amount of influence you have and the types of rewards you get remain to be seen, This could be a great achievement to the individual who worked hard and had enough skill to become king or queen of the province.
While not the most original concept, this could lead to a whole new level of strategy for players, and ways to interact with the expansive universe. While many will attempt to claim the throne, only a few will be able to have the skills to build alliances and dominate all others. It would be cool if they allow the individual in charge to make some decisions when it comes to game rules, and balancing an economy, while fighting off individuals who attempt to challenge them, also enact laws within the game world that may completely alter the game and how it's played. So it would be up to the individuals to back candidates that may benefit their interest.
There is no guarantee that this game will be good or succeed, but there is no doubt that handling that Emperor element in the right way, could lead to a way more interesting style of MMO. At least, in my humble opinion
